The way I explained it to my children was that if someone wanted to be baptized (explicit desire) but died before they were able to be, then their desire would allow God to do something, we know not what, to cleanse their souls, since it wasn’t their fault they had not been baptized and in fact they are frequently not baptized because the Church makes them wait. *This occurs at the moment of death. *It is a change which occurs at death, not something that happens when the person decides to be baptized.
Additionally, those who do not know of the need for baptism but who follow goodness as best they can, who would want to be baptized if they knew God wanted them to be, have an implicit desire which is also respected.
Remember that God is not bound by the sacraments: they are for us rather than for Him.

The other day as I got off the bus, I was accosted by a trio of young people who were trying to evangelize. They had been given a particular script to follow. Just as it was their job to lead individuals to Christ, as Catholics it is also our job to lead others to the Truth as found in the Catholic Church.
Here’s where the fun came in. I knew that they were from a sola scriptura church that focused on the passage that there is no salvation except through Jesus Christ. This is true. As Catholics we do not know how God may be working in an individual’s life to draw a person to Christ. Unlike what their church teaches, the Catholic Church never teaches that anybody is not saved, that they have been condemned.
As already mentioned, if a person has within them the desire to follow Christ, but has not yet been Baptized the Church teaches that they have received the Baptism of Desire. Likewise, a person who has yet to receive the Gospel message yet leads a virtuous life he may be saved by God’s grace. God wills that none should be lost. Our Lord died on the Cross that all might be saved.
I kept being approached every 5 feet by another trio. Most I was gently able to bypass. The last trio could not grasp the concept of universal salvation. Did it mean that they should stop evangelizing? Of course not. Our Lord said to preach to all nations. As I told the both trios, we preach best through the witness of our lives. Universal salvation does not preclude the need for Baptism and the cleansing of Original Sin. The Baptism of Desire is simply one of three ways that Catholic Church recognizes that an individual can receive Baptism.

BAPTISM OF DESIRE. The equivalent of sacramental baptism of water, which in God’s providence is sufficient to enable a person to obtain the state of grace and to save his or her soul. According to the Church’s teaching, “Those who through no fault of their own, do not know the Gospel of Christ or His Church, but who nevertheless seek God with a sincere heart, and, moved by grace, try in their actions to do His will as they know it through the dictates of their conscience – those too may achieve eternal salvation” (Second Vatican Council, Constitution on the Church, I, 16).
