Beating the breasts is usually done at the Confiteor but in the EFoTORR(TLM), it was done also here. I think it is appropriate since it shows that we realize ourselves to be unworthy and thus show that we repent of our sins; it is a sign of humility and repentance.

It occurs during the Confiteor - at the words: mea culpa, mea culpa, mea maxima culpa; my fault, my fault, my most grievious fault - one strikes their breast thrice.
In the Novus Ordo in English currently, my fault is only said once - so I guess one would only strike their breast once. But, this is supposedly being corrected in the new proposed translation.
