Before Communion

Two things:
  1. Can a priest distribute Holy Communion to extraordinary ministers prior to saying “This is the Lamb of God who takes away the sins of the world. Happy are those who are called to his supper”? I thought he was supposed to say these words, then receive Communion himself, and then distribute?
  2. After saying the words above (“This is the Lamb of God…”), I’ve noticed that some priests neglect “And may the Body and Blood of Christ bring us to everlasting life.” Is this acceptable?

1.) Absolutely not.

2.) Absolutely not, but are you certain you are hearing what he is actually saying? He might be using a very soft voice at that point.

Father may not be neglecting the prayer at all. It’s supposed to be said silently. The General Instruction of the Roman Missal (GIRM) has this to say:

"158 Next, facing the altar, the priest says inaudibly: May the body of Christ bring me to everlasting life, and reverently consumes the body of Christ. Then he takes the chalice, saying inaudibly: May the blood of Christ bring me to everlasting life, and reverently drinks the blood of Christ. "

You are incorrect about #1. Please do not give incorrect advice in this forum.
 
#1 the EMCHs are not supposed to enter the sanctuary until after the priest receives so the sequence you describe would not be proper. It’s supposed to be a) Lamb of God, b) Priest’s communion then c) EHMCs approach, receive and distribute.

#2 the priest cannot delete words from the Mass. It is possible that the Priest is saying these words soto voce which is permitted for some parts of the Mass. I don’t know for sure if this particular prayer is one of those instances.
 
If extraordinary ministers of Holy Communion are required by pastoral need, they approach the altar after the priest receives Communion.(GIRM, 162)

After the priest has concluded his own Communion, he distributes Communion to the extraordinary ministers, assisted by the deacon, and then hands the sacred vessels to them for distribution of Holy Communion to the people. (Norms, 38).
