So we cannot consume the Eucharist (or not supposed to) when in a state of mortal sin. And their are also guidelines for who can take communion.

Are there any guidelines to say who is allowed to be in the presence of the Eucharist?

No.

(though of course for Mass one should ordinarily be wearing fitting attire…I do not say a suit per se …but fitting…judgments will vary).

All are welcome to attend Mass. We should be modestly dressed, in a pure way and not attract undue attention to ourselves. We should not distract others from Jesus in the Mass.

We should be on our best behavior and not talk before, during nor after Mass. If one is in mortal sin, one should go to the Sacrament of Penance/Reconciliation immediately.

If one is unable to receive Holy Communion, a spiritual communion may be made.

It is good to prepare oneself for Mass by arriving early and placing oneself in the presence of God. It is important to pray before, during and after Mass.

It also good to read the readings for each week well in advance so you are well prepared.
