On the cross Jesus assured that the one thief that he would be with Him in Paradise immediately. If a Catholic witnesses to someone and then they accept Jesus Christ as their Savior are they then a Christian right afterwards?

Yes, but they are not a Catholic.
 
A person becomes a Christian when he receives the graces of baptism. Though God can give the graces of baptism to people apart from the sacrament of baptism, and probably does to a person such as you describe, the Church ordinarily reserves the name of “Christian” to those who have also received the sacrament. Jesus said, “He who believes and is baptized will be saved.” (Mark 16:16)

he was going to die a few hours later, that is why he was going to be saved Today. He turned to God at his last moments and was saved, it could almost be called a baptism of desire i guess.

Short answer is Yes.
And they will remain so as long as they continue to proceed on the proper path toward Repentance, baptism and obeying the commands of Christ. In other words the path of sactification.
