In my missal, it states the church bells are to be rung on Holy Thursday during the Gloria, and then are to remain silent until the Gloria at the Easter Vigil.

Now, can the regular noon and 6 pm bells be rung? The machine is set for the Angelus to ring at noon and 6 pm, and I was wondering if those were allowed to be rung.

The bells should not be rung for the Angelus during this period. The Church is obviously in DEEP mourning during this period. If you need to make a noise to remind people of something, austere wooden clappers have traditionally been used in place of the bells.

No, the Angelus bells should not be rung on Good Friday. Some places, however, toll the tower bells (as for a funeral) at 3pm, while others toll them before the Solemn Liturgical Action. The latter is done by custom in some of the Oriental Churches (depending on place), but I’ve also experienced it with the EF.

Well, just to let you know, I’m not the one in charge of the bells. I just wanted to know what the appropriate custom was.

Well, I had to go into the server’s sacristy to get something, and this is the same room where the machine is, someone took the tapes out which play the bells (the first player is for the regular Mass bells - the pealing bells, and the second is for the Noon and 6pm bells - the Angelus.) So, if the machine were to go off, nothing would play today through tomorrow.
