In any case, Fox, it is clear as your question implies, that a Master or Magister can be a living person or group of persons so assigned. But not necessarily so. When Catholics refer to the teaching magisterium of the Church, they are referencing how Church can guide us in all matters of faith and practice. The Church’s magesterium is composed of those teachings which are legitimate because they are rooted and faithful to the practices and teachings She has received as passed down from generation to generation.
There has not been a single person since Christ, or a committee since the Apostles, who would qualify as “the Magesterium”. Our magesterium was established and finalized with the death of the Apostles."

Further God Himself gives the mandate, the authority and His personal assurence of these truths. **Matt. 16:15-19 especially v. 19, *****Matt 18:18

In the present time and for all-time th Pope and the Magisterium cannot teach in error on matters of Faith and Morals. That friend is God’s own promise to His Catholic Church.
