How strictly do bishops enforce the Mandatum?

Completely depends on the bishop. It really varies. Now, keep in mind that an unenforced Mandatum does not necessarily indicate a heterodox or careless bishop. Often the lack of enforcement is a matter of management style. Thus, we had a former bishop in our region who was and still is well respected, but who had a “hands-off” policy toward what he considered micro-managing. He also had a very large and extremely diverse parish, which may have additionally accounted for his lack of enthusiasm for such things.
