The above link has Jimmy akin saying that church decisions on excommunicating someone for a moral reason are not infallible. But Matthew 18 says that whatever the church binds on earth shall be bound in heaven, specifically in a situation where a brother ‘‘sins against you’’ (Matthew 18). Why does the church choose to say that binding and loosing only pertains to faith and morals, and not in a situation where a sinning brother, because he fails to repent, is banished from the local church community.

I could be wrong about this, but declaring something infallibly is declaring an unchanging truth, which works for doctrine/dogma. But if someone were “infallibly” excommunicated, it would mean that they would permanently be excommunicated from the Church, which doesn’t work, because people still have their free will and can choose to later repent.

Well, first you need to realize that the scripture you are referring to was mistranslated from Greek. You think Jesus would allow man to decide the laws in heaven? Once you find out the actual translation hopefully that will guide you to your ultimate answer.
