Bishop Conley said that there were “rare” times in history when a pope has said “something that contradicts or is logically inconsistent with the firm and constant teaching of the Church on a matter of faith or morals”. If this happens, he said, it is important to remember that “the pope cannot overturn what has been infallibly taught, whether by the papal magisterium itself or by an ecumenical council or by the ordinary universal magisterium.” Popes are “not dictators”, he said, and “the faith of the Church does not lie in a pope”.
 
He is Bishop and not the Pope speaking ex cathredra.
But then the pope hasn’t been speaking ex cathredra either so that objection isn’t relevant. This observation is either true or false, and I have a hard time believing it is false.

I do believe that a pope has a right to his interpretation and his opinion and can say as such since that would not constitute an official teaching of the Church.

I agree, but differing from his opinion does not constitute dissent from the church.

Their prudential judgment, while it is to be respected, is not a matter of binding Catholic doctrine. To differ from such a judgment, therefore, is not to dissent from Church teaching. (Cardinal Dulles)
 
I understand what he says, but not his point in stating it.
 
Bishop Conley states that some Cardinals have ‘very disturbing’ views on morality. And he says that there is “uncertainty and confusion” within the Church over moral teaching, even “at a very high level” of the hierarchy. Perhaps he could be alluding in part to some of the disturbing views such as can be found in the articles below!

These are not Cardinals. They are nine Catholics. Some are priests. There is an ex-priest and his wife. One who has been called into question by the Vatican already. This letter doesn’t seem to carry much of anything but a little ink. This is tabloid news.

The title of the OP’s article is slightly misleading. In the article, Bishop Conley said that “some voices” were “very disturbing. And some of them are very important voices – theologians and even bishops, archbishops, and cardinals.” So, it’s not only just cardinals, but theologians and bishops as well. Further, in the article he states that there is “uncertainty and confusion” within the Church over moral teaching, including “at a very high level” of the hierarchy. IOW, very disturbing voices throughout the Church, including very high places. In the articles I linked, it mentions that among the group of nine appealing to Cardinal Marx for change, were prominent German priests and theologians. So this fits in with Bishop Conley’s overview of division within the many levels of the Church IMO.
