Bishops do not wear their primary regalia (miter, cosier, and pallium if they got one) outside of their own diosceses uless there is a special reason right?

well what about auxilliary bishops? Their diosceses are in places that no longer exist and who knows where in the world physically.

I ask this because at my university, we are having an auxilliary bishop out for the back to school mass the night classes start. I have seen bishop Tyson before (along with Bish Elizando) saying mass with ArchBish Brunette of seattle, and only Brunette wears a mitre and carries a crosier (the others do wear their pectoral corsses and zucchettos of course) as i expect. but since in this case there is no higher church dignitary present and he is also the only bishop present and he is the celebrant, and though not the bishop of seattle he properly “belongs” here, is Bishop Tyson entitled to carry a crosier and wear his Mitre at the UW back to school mass?

A bishop may always were his miter for any Mass, even if he concelebrates. He may only have a crosier when he is the celebrant wherever he is. If he is outside of his diocese, he will hold (or should hold) the crosier facing inwards since the crosier signifies his authority. A bishop in his own diocese will hold the crosier facing outwards. I believe the pallium is only worn by an archbishop in his own diocese.

Miter can always be worn, the crosier only in the diocese he is an auxilliary in, and he would not have the pallium so there is no question here.

As for the practical aspects at your university, I think that covers it, but if you have any more questions don’t hesitate to post them.
