I have read somewhere that when the bishops or archbishops reach a certain age they must turn into the pontiff their resignation. Then the holy father can accept it or reject it. Also every 5 years a bishop has to go to Rome to tell the pope what’s going on in his diocese.
 
Our bishop put in his resignation last week. Usually it’s rejected. They have to retire at 80. It very hard to select a bishop. Not every priest is equipped to.

I don’t know the answer to your later question.
 
  1. According to Canon Law, Bishops submit a letter of resignation to the Pope when they turn seventy-five. The pope can accept the resignation or defer it until a successor to the bishop has been appointed.
