Well, this is not a shock as we all knew it was coming. Vigano says something to the effect that he wears it as a badge of honor. Good for him. 
Why weren't biden and pelosi excommunicated for promoting abortion? Not only were they not excommunicated, they were welcome at the Vatican and can receive Communion, while in mortal sin.
Traditional Catholics are the only ones not welcome in the Church...!
Fine to be gay.. no problem! You are welcome. Fine to divorce your spouse and re-marry invalidly, you are welcome... All of any religion.. Buddhist, Muslim.. whatever. Come in! You are welcome!
