Bishops addressed as "Father", priests as "Brother"

Well, bishops are still priests, so no reason not to address them as Father, but this isn’t the norm, especially not for putting the “Father” before the bishop’s surname. So why are some bishops styled Father X?

Also, why are some priests in monastic orders styled Brother X? I thought all priests were Fathers, at least in English. In this country, we only call monastic priests Fathers and secular ones are just priests. But it’s quite odd to hear about, let’s say, Brother X celebrating the mass. What gives?
