It’s monastic garb. In the Greek tradition it is actually two pieces; a hat called a kamilavka and the long black veil called a epanokamelavkion. In the Russian tradition the two pieces are sown together into a piece called a klobuk.

Yes, a Klobuk. Used by Eastern Catholics as well.

Yes, I have heard the term “klobuk”, for slavs, but I always heard “meetra”, which I am guessing is the same as “miter” for westerners.
Are you talking about the hat itself, or the train?

митра (mitra) is miter, but the miter is also known as the crown, and isn’t the klobuk. It’s the decorated vestment headgear which matches the vestments and has icons upon it.
The klobuk is a clerical hat and is general wear; the miter is reserved to some Archpriests and Archimandrites, and to bishops, and is liturgical only.
