For starters please let me say I think I have posted this under the proper topic. If I have erred would a moderator please let me know.

Could somebody a bit more educated in sacramentals than myself, please tell me the proper use & how to obtained blessed oil (not chrism) and salt?

I don’t think you can, only a priest can handle the 3 oils and the salt is sometimes used in making holy water. maybe a priest will bless salt for you if you ask one.

The only place I have seen Blessed oil (where I get mine) is at shrines. I have seen Salt Blessed by parish priests.
 
I believe priests can bless ordinary oil as well.

I went to a special Mass for a group of nursing students who were being sent out to various hospitals for their practical training.

The priest blessed some oil (I think he said it was plain olive oil, anyways it was something different from the chrism or the other oils used in administration of the sacraments) and anointed their hands with it.

The Oils (OI, SC, OC) are called “Holy Oils” and are used in the celebration of the Sacraments. Blessed Oil is a sacramental and can be used by lay persons, generally for personal use. A lay person should not be using Blessed oil to anoint other people.

Just to make it clear, it wasn’t a lay person doing the anointing - the priest himself used the oil that he blessed to anoint the students.

I know Blessed Andre Bessette (who was a religious brother and not a priest) would rub St. Joseph’s oil on sick people’s ailments. I guess rubbing is different from anointing.

I didn’t say you couldn’t, but shouldn’t or at least be very careful if you do so as to not confuse anyone, with the Sacrament of Anointing of the Sick.
