What is the difference between a “blessed” and a “saint”?

Beatification (Blessed) is essentially an indult for a person to be treated as a saint–it has more of a local quality. Canonization is definitive and prescriptive and has a more universal quality.

To my knowledge canonizations are infallible, while beatifications are not
