Blessing objects with holy water?

I was told that individuals could bless objects themselves using holy water - things like crucifixes, rosaries, scapulars, etc. Is this true? Is this sort of blessing different in any signficant way from the effect of a priest performing the blessing?
 
I’ve dipped rosaries and other sacramentals into the holy water when I couldn’t find a priest to bless them, but it was only a stop-gap measure until I could have them (really me) properly blessed by a priest. I don’t think it’s quite the same thing, because a priest is an ordained minister of the sacraments and I’m not.
 
I was told by a priest that you SHOULD bless things with holy water. You are not blessing them like a priest would bless a rosary, you are simply attaching the blessing already to the water to something else. At least I believe so, thats why you get holy water
