Blessings in "Handbook of Prayer"

I posted a similar question in Spirituality but got no answers whatsoever. Maybe the folks here can help.

Are the blessings in the “Handbook of Prayer” (J. Socias, ed.) from Scepter Publishers taken from the “Book of Blessings”? Also, are they approved for use by laity like many of those in the Shorter Book of Blessings, or are they for clergy only?
