Neither blind nor deaf men were allowed to be ordained to priest in regular way.

If the priest became blind he said all the time the same mass or a small variety of the propers, and usually an adult server was next to him during the Mass. Deaf priest had no problem to say mass. As for mute, his mouth was moving, and he gave a sign to the server to answer. Among old priest many became blind or deaf so the case was quite frequent.

To serve deaf or blind people was no problem at all until the 20th Century. Later there was some sign language interpretation for the deaf, and the blind get the same verbal interpretation as the others when the interpreted Masses started.

The problems should be the same with the new form too.
 
The EF is very strict in its rubrics. If a priest loses his arm, he’s not allowed to say the EF as the rubrics call for both arms!

Deafness could be a problem if the priest was unable to properly pronounce Latin. If he couldn’t he would not be able to celebrate the EF.

If a priest was blind he wouldn’t be able to say the propers of the Mass unless he memorized everything (and even then I am not sure it would be allowed!).

St. Issac Jogues was given permission to say Mass by Pope Urban VII after Native Americans removed several of his fingers to prevent him from saying Mass.

I believe that there is a mosaic of him at the Cathedral-Basilica of St. Louis King of France in St. Louis.
