Boyfriend a divorcee, not baptized can I marry him?

My boyfriend is C of E not baptized but divorced twice, would we ever be able to marry?
 
There are two possibilities:
  1. He applies for and receives an annulment of his marriage.
  2. If he wishes to become a Catholic he can apply for a Pauline Privilege.
