Hello,

I am trying to figure out if it would be considered a mortal sin to break a promise to another person. Would the promise need to be grave matter in order for it to be a grave sin?

Not enough info. Promises are not sinful either way. But what you failed to do could be an occasion of sin.
Ask your priest, giving more details.

That seems like a good starting point.

Things not to consider are whether or not it’s a pinkie promise, or whether you had your fingers crossed when you made the promise. Another point to avoid thinking about is in regards to how long the sound of the O in promise was drawn out when you said it, like “I proooomise”.
