Reserved blessings for these types of sacramentals went away many decades ago.Can any priest do this or does it have to be a priest of a certain order?
The current Book of Blessings stipulates that any priest or deacon may do the rite of investiture.

Any priest can do it. I recommend you find a ‘traditional’ priest who celebrates the EF because they use the Roman Ritual. The investure procedure is beautiful and is better than a simple blessing.
The blessings in the Roman Ritual are superior because they actually bless the object rather than the wearer/user. This is why exorcists like Father Amorth recommended water blessed in the older way. I always ask priests to use the older forms - and I go out of my way to find priests who can do them.

My priest must have been mistaken then. He told me only priests of the Carmelite, Dominican or Franciscan orders could do it.

I’m 100% certain any priest can do it. I was invested by a diocesan priest. I’ve also seen priests of Opus Dei perform the investure. The next time you talk to your priest ask him to look in his book of blessings and he’ll find it there.My priest must have been mistaken then. The Book of Blessings is quite clear. Any priest or any deacon may bless and invest with the scapular of Our Lady of Mount Carmel…or indeed any of the approved scapulars.
