First off 14yo should Never be having oral sex! That is not normal. I agree with the other that this would effectively say 14 should be having sex

It might not be healthy. It may be considered immoral. But it might be normal in many parts of the country. I don’t know percentages, but when I was that age 20 years ago, there was a lot if it going on. Moreso than parents were aware of.
