Called to start a Teen outreach: WHERE DO I START?

I feel I am being called to start a teen outreach program/shelter/home in my area, but I have no idea where to start. I look around and see all of these children in need and no one is really moving to help them, or if they are they’re mired in a system that doesn’t really work. Does anyone have any idea where I should start? :confused:
 
Call the Office of Youth Ministry at your Diocese. Find out what programs are available in your community and what is needed.

Work with the Diocese office and your Pastor to put together a plan.
