I am Catholic and I understand that the Church teaches that cremated ashes should not be scattered. Can I attend a memorial service for a relative if the ashes will be scattered?

As long as you have not been involved in the decision making process and had no (name removed by moderator)ut into the decision, then you are not responsible for the scattering. The funeral is for the repose of the soul of the deceased; go for that reason. If it is possible to slip away without being noticed before the ashes are scattered, you could do so to spare yourself the sight of human remains being flung to the four winds. If it is not possible, then just close your eyes and pray.
