Can a Catholic attend a Protestant civil ceremony?

Is it okay for a Catholic to attend a civil ceremony if both the bride and groom are Protestant?
 
Assuming there are no known impediments to the marriage (e.g., previous marriage), two Protestants marrying each other are free to marry in a civil ceremony. If both are validly baptized, the marriage would be presumed both valid and sacramental. A Catholic would be free to attend such a ceremony.
