Can a Catholic marry a divorced Protestant?

Can a Baptised Catholic marry a baptised Anglican who was married in a civil ceremony and subsequently divorced?
 
Only Catholics are obligated to be married in the church. Non-Catholics are free to be married anywhere, therefor anytime they exchange vows it is presumed to be valid. The Anglican is presumed to be validly married from the civil marriage. In order to be married to a Catholic the Anglican would need an annulment.
