If a priest leaves the priesthood and married, as a lay person, can he stay in the church and receive communion? It would not be the equivalent of a remarried person to be allowed to take communion?

I assume by “votes” you mean vows. In specific I am guessing you are talking about a vow of chastity. Secular priest do not make a vow of chastity, but rather a promise. When a priest is laicized her is essentially relieved by his bishop form that promise and is then free to marry.
