Can a Catholic widow marry a non-Catholic man who has never been married

Hello,

In a nutshell, my friend in CA was baptized Catholic but he has issues with organized religion, especially the Church, because he says he doesn’t like the hypocrisy. He’s never been married, he doesn’t have any children, & he had a vasectomy while he was a Ranger in the Army. I don’t want to shove my faith down his throat but I want to be a witness to him. Please help if you can.
