Can a couple get married without their parents' permission?

A couple I know want to get married but their parents have forbidden it. They are both legal adults. Would it be okay for them to have a civil marriage and then have the marriage blessed? Or have the civil marriage blessed before they have the civil marriage? Both are Catholic but marriage in a church would be impossible because of their parents.
 
If the couple are both legal and canonical adults – and canonical age is usually lower than legal age – the couple does not need their parents’ permission to marry in the Church. All they need to do is to contact a parish and begin the requirements for marrying in the Church. The marriage celebrant is not going to require of them a permission slip from their parents before agreeing to perform the ceremony.
