The ordinary minister for exposition of the eucharist is a priest or deacon. At the end of the period of adoration, before the reposition, he blesses the congregation with the sacrament.

It clearly states that the deacon is considered an ordinary minister of exposition, it does not say the deacon may do so only in the absence of a priest (as it does for a lay person). Thus a deacon may expose the Blessed Sacrament and bless the congregation with the Eucharist even if a priest is present.
