Can a former Catholic priest perfom a valid consecration?

This is my first time on Catholic Answers so forgive me if I’m not doing this correctly. Here is my question:

There is a former Roman Catholic priest in town who has left the Church and started his own church. He calls it the Ecumenical Catholic Church. He has even ordained a woman priest to assist him. As a former Roman Catholic priest, when he consecrates the bread and wine has his church, is it actually transubstantiated into the body and blood of Christ?

Dear D,

He does not have the power to ordain anyone to the priesthood. Only a bishop can do that. But if he is a validly ordained priest, uses wheat bread and grape wine and intends what the Church intends in concecrating the elements, his consecration is valid.
