According to the introduction for the Order for Blessing of Throats in the Book of Blessings (n. 1035), yes. However, the rites differ depending on whether a cleric or lay minister is the minister. I would also think that some authorization or basis to perform the blessing would be needed for the lay person.

The priest usually designates someone to help if needed. I do not believe the bishop has to be involved on every local case by case basis.

It is important that this not be abused. The Feast of St. Blaise is an Optional Memorial and, most likely, will not have a large crowd, unless the blessing occurs on the nearest Sunday. If there are 50 people in the congregation and one priest, there really is no need for a layman to assist. Spending a few extra minutes will not cause the building to fall in on you, I promise. However, this same case has been pleaded about Extraordinary Ministers of Holy Communion as well, to no avail.
