Can a layman wear a zuccheto?

I know different colored zuccheto are worn by clergy, but I was wondering if lay people are allowed to wear them.
 
Theoretically speaking, a person can wear whatever he likes. Should he is another question. I cannot recommend that a Catholic layperson wear a zuccheto. He would be all to easily mistaken for either a bishop or a Jew.
