Can a marriage be sacramental without a civil marriage?

Greetings! I just heard on NPR about several judges that are refusing to issue marriage licenses because issuing licenses for SSM would conflict with their religious beliefs. I’m wondering if it’s possible for two people to have a valid sacramental marriage ceremony without having a civil ceremony or without a civil marriage license? I.e., could the couple get married in the Church, then at a later date go to another county and get their marriage license and a civil ceremony?
 
It is possible and does happen under extreme circumstances. However the Church requires marriages follow civil law unless that would result in an injustice.
