Can a non-Catholic go up the Communion line to receive a blessing from the priest?

Hi, this is what we do usually at our parish. The priest invites non-Catholics to receive a blessing while the other people are receiving Communion. Is this proper? And should priests always bless a non-Catholic who goes up?
