Can a practicing Catholic officiate at a civil wedding?

Hollo, my husband and I are Practicing catholics. his brother just asked him to officiate as justice of peace at his upcoming wedding. His brother is catholic and his fiancé is Greek orthodox,but neither go to church. is this okay for my husband to do?
