Can a practicing Protestant recieve ashes on Ash Wednesday from a Catholic parish?

I was told by a friend, who is usually very orthodox, that a practicing Protestant can recieves ashes on Ash Wednesday from a Catholic parish. Is that the case? It makes sense since they’re sorry for their sins as well, but I didn’t want to encourage my friends to come up with me until this was actually settled.
