Can a Priest refuse to hear one's confession?

I went to Mass but did not receive Communion due to my state of Mortal Sin. I went up to the Priest after Mass and asked if he could hear my Confession. He said, “I’m kind of wiped out, maybe next week,” and then proceeded to the back of the church for coffee, donuts, and conversation. Can he do that? I thought that if someone asked for confession in a reasonable manner and at a reasonable time the Priest had to observe their request.
