My parish priest often skip the confiteor (I confess…) during Sunday Mass?

are you sure he does not use form B or C for the penitential rite, in which the Confetior is not recited?

Yes it can be skipped. The simplest form of Penitential Rite is just ‘Lord Have Mercy, Christ Have Mercy, Lord Have Mercy’, I believe.

In the missal there are two options after the Greeting;

either
(A) Rite of Blessing and Sprinkling of Holy Water
or
(B) Penitential Rite

(A) can take the place of (B) and, if so, the Kyrie is omitted.

If the (B) option is chosen there are three options;
either
(a) the Confiteor
or
(b) Priest: “Lord, we have sinned against you: Lord, have mercy.”
People: “Lord, have mercy.”
Priest: “Lord, show us your mercy and love.”
People: “And grant us your salvation.”
then priest’s absolution.
People: “Amen.”
or
(c) eight options for the priest, here’s one: “Your were sent to heal the contrite: Lord, have mercy”
“You came to call sinners: Christ have mercy”
“You plead for us at the right hand of the Father: Lord, have mercy.”
After each antiphon the people repeat the end phrase (Lord, have mercy./ Christ, have mercy./Lord, have mercy.—
then the priest’s absolution.
