Hello, I have two questions, please:

1.Can a Protestant receive the Annointing of the Sick?

2.And would a priest give conditional baptism to a dying person at the scene of an accident?

Hi,

Yes it is possible for any non-Cathoic Christian to receive the sacrament of the Anointing of the Sick if he or she should want it.

It is also possible to baptize a dying person in any situation IF he or she is willing to be baptized. But it is not practical for priests to go around indsicriminately giving conditional Baptism to accident victims.
