Can a river be considered "burial at sea"?

My father in law (non-Catholic) wants to be cremated and his remains scattered in the Colorado River. =( I’ve heard a burial at sea, or dumping cremains in the sea, is acceptable. Is dumping ashes in a river okay? (The city he lives in is bordered by the Colorado River and has previously threatened suicide - but never followed through - by driving into the Colorado River.)

Since he is not a Catholic it is more a matter of what the Civil law says about ashes and a public waterway. I think even with burial of ashes at sea there are provisions in Civil Law.

All I could suggest is that you pray that he is unburdened with what sounds like a diagnosis of Depression, and that he may come to accept and enter the Church.
 
The Church teaches that cremated remains are to be interred. They may not be scattered or disposed of at sea or anywhere else.
