Can a soon-to-be Catholic go to confession?

We have a couple in our parish who are in the process of waiting for a decision on the husband’s application for an annulment before entering the Church (they will enter regardless of the outcome, but are hoping to have everything “clear” when they enter). The wife has asked if she can go to confession now as she wants to very, very much. Are not-yet-Catholics able to receive the sacrament of reconciliation?
 
If she has been baptized, she can go to confession as soon as the pastor deems her ready. If she has not been baptized, then she must receive baptism first. (And, incidentally, baptism will wash away original sin and all actual sins committed prior to baptism, making confession of pre-baptismal sins unnecessary.)
