Yes, assuming there is good reason to do so (e.g., the couple is living abroad, the couple is destitute). In such a situation though, the only difference would be the addition of the vows, the blessing of the rings, and perhaps a nuptial blessing for the couple. The readings and the prayers of the Mass would be those of the vigil.
