Most likely. Often such pieces have 3 loops and are used as centers in a rosary.

The twelve stars are mentioned in the Apocalypse (Book of Revelation).
 
So does the icon represent?
Mainly its Mary guiding the twelve apostles. I’m not fond of the book of revelations for personal reasons so I don’t recall much about the context she is presented in other if you had the statue of the same thing she is standing on the sun and moon.

One of my favorite verses in the Bible, and one that I use whenever people try to tell me that Catholicism is oppressive to women.

This verse and the passage following is one of the Scripture passages that finally made sense when I started investigating Catholicism.
