Can baptized infants who die be venerated as saints?

I am indeed asking if Alfie Evans, not Alfie Newman, I don’t know why I wrote that name, can be venerated privately as a saint, in just the same way that a family would ask for the prayers of a child in heaven.
 
I think i have my answer, and i will ask for his intercession. Incidentally, as a private opinion, knowing that the Church has decided not to make a definitive statement about the fate of unbaptized souls, that humans in the stage of blastocyst development, that is, early gestation, who are destroyed, enjoy the beatific vision. I am thinking in particular of victims of in vitro fertilization methods, procured abortion, and even miscarriage. God’s mercy cannot be thwarted, in my opinion. I think there are Holy Innocents who die because of human ignorance, greed, and fear, but God’s mercy can’t be stopped.
 
Yes I believe he is a Saint. In many ways, his life emulated Jesus’ life-particularly his Passion. I will ask for his intercession too.
