Can Catholics Believe Ex Ecclesia Nun Sallus?

The Church once in time taught that NOBODY was saved without Catholic Baptism.

Some Vatican II documents and recent papal statements have seemed to allow Catholics to think of Ex Ecclesia Nun Sallus in a looser way.

However, is one allowed to think of it in those STRICT terms? Or am I interpreting those old texts(Such as the Council of Florence, Edict from Pope Eugene IV) wrongly?
