Then again, an OP might just be looking for a simple answer to his/her question. What a strange thought!!
Not every question can be answered with a yes or a no.

Just because someone says “I want a yes or no answer” that does not automatically mean that the question itself has such an answer.

The fact is, there is no simple answer to the OPs question. Just the words “cannot have children” can have very different meanings. The answer to the question depends entirely on the meaning of the question.

What a strange thread. The OP asks a question which is not detailed enough for an answer to be given, then refuses to clarify. Still, answers are supplied; the canon law is quoted, and the correct answer can be inferred depending on the circumstances (which still have not been clarified.)

Then there is a side discussion wherein some question whether or not the Church should allow marriages which can never be marital.

But the Church recognizes reality. She does not call something marriage that is not marriage just because we may wish it so.

She did eventually:
I did not say “physically impossible” to have intercourse.
So hopefully all solved now.
When? Where? In what post exactly?

If the original question was every clarified, I’m curious to see it.
