Can Catholics officiate civil weddings for other Catholics?

I understand that Catholic’s may be permitted to “officiate” civil wedding ceremonies, with a few conditions (can’t be ordained as any type of minister, spouses must not be related, etc). My sister is a non-practicing baptized Catholic, and her soon-to-be spouse is not Catholic, though I think he was baptized as a nondenominational Christian…As a practicing Catholic, am I permitted to officiate my sister’s civil wedding? Please advise! Thanks
